To ensure the project idea aligns with the institution’s structure, we conduct a detailed analysis based on the “Institutional Capacity Assessment” approach. By examining the institutional structure, human resources capacity, operational processes, and stakeholder profile, we determine strategic alignment with funding calls. Using OECD’s institutional capacity development guidelines, we identify strengths and weaknesses.
We analyze the needs of the target group, sector, and region using evidence-based methods. In this process, in line with the European Commission’s PCM Guidelines (Project Cycle Management), we conduct problem analysis, stakeholder analysis, and baseline assessment. Using UNDP’s Needs Assessment Toolkit framework, we scientifically identify problems, opportunities, and solution models.
In the project design phase, we apply the European Commission’s Logical Framework (LFA) methodology. The logical framework matrix, intervention logic, indicators, sources of verification, and assumptions are prepared in accordance with international standards. Using the PM² methodology, we detail work packages, timeline, output-input relations, and the project governance structure.
We prepare the technical and administrative application file in the format required by fund providers. Institutional forms, ethical assessment, data management plan (DMP), budget forms, and necessary annexes are completed without deficiencies.
Based on the “Sustainability” dimension of the OECD DAC evaluation criteria, we develop long-term impact analysis and sustainability strategies. To ensure that project impacts continue beyond the funding period, we provide a roadmap that supports institutional capacity building, policy recommendations, financing models, and stakeholder ownership.
